a Successful Surveillance Investigation.

Many considerations pop up, prior to deploying on task an operative needs to think about the demographic of the area, how people dress, the financial demographic, the type of vehicles in the area, with the goals to mimic the local area, train your thoughts to the "grey man" principles aka "the art of blending", how to hide in plain sight, develop a back story, hone your behaviour to match your surroundings and cover.
Simple tip - Do not wear tactical gear and equipment.


A case brief from TCG will always contain relevant information, satellite imagery from google maps and other services, it is still important for the operative to carry out their own pre-deployment investigation, route to location, mileage, routes in and out of location, where best to position yourself, arrive early and familiarise yourself with the location. use google street view to carry out a remote check of the area.

The operative would then think about the type of equipment that is best suited for the task, modern day dash cam's have become an inconspicuous method to record mobile surveillance in a vehicle, your dash cam should also record the time, date and location data.
A variety of small hidden camera devices can be worn on person and record clear video and audio, It is good to carry a separate device capable of recording audio, a DSLR camera that has long range lenses, go-pro's or similar devices, a mobile phone can play an important part in an investigation, live communication logs and reporting, camera abilities, both still and video, of course a note pad and pen, a clip board.

Will the operative require a disguise? for example, a road surveyor, they are known to set up on roads, they have equipment on tri-pods, they can remain in an area gathering data for a matter of hours, providing cover for both surveillance equipment and a reason to be set up on a quiet residential street with little footfall, without raising suspicions. Know how to dress in the area your operating in, do not wear a suit if your in a run down suburb, like wise do not wear tatty jeans and a t-shirt in a high end corporate part of the city. mimic your surroundings, chose an accurate and believable cover story.
Always act within the law, know the law surrounding investigations and how to conduct yourself;
  • Surveillance Operatives, can covertly monitor or follow a vehicle or person of interest Investigations must be done on public property. Operatives are allowed to gather video and photographic evidence of any "wrongdoing".
  • Data must be held in strict accordance with the Data Protection Act 2018, GDPR regulations and guidance from the ICO (Information commissioners office).
  • Data must not be shared outside of the agreed data controllers, sensitive and personal information must be kept in strict confidence.
When conducting an investigation - timings and locations are paramount, these need to be logged and supported by the gathered evidence, for example, you can write in your log.

Your chain of evidence must be factual you should always keep accurate documentation and reports of your surveillance or investigation, from start to finish.
It is always good to record from door to door if possible.

Evidence should frame the surroundings, for example, if the principal traveled in a vehicle to a venue, then frame the vehicle parked outside that venue, gather the evidence from multiple angles if possible. If you are recording the evidence in video, then take a walk around the vehicle and try to capture as much of the surroundings to prove the location beyond doubt, include identification references such as registration plate, record the time the vehicle is at the location, the chain of evidence and accuracy of the investigation can change the outcome of possible legal proceedings.
